We judge this by analyzing the present zoning, land use plan, code provisions, such as density and height allowed, surrounding property, topography, property conditions, location, access, availability of services, market conditions, nature, and attitudes of the surrounding populations, local history, trending issues, and other applicable factors. We normally have an excellent Market Analysis done as well. Utilizing this data and our own knowledge, we work with the local governments to produce a result that is best for us, our partners, and the communities we work in.

Mr. Hall has over 35 years of experience in the real estate business in Florida and elsewhere. After law school, he served honorably in the US Army from 1969-1971 during the Việt Nam War reaching the rank of Captain. Thereafter, he practiced primarily business and real estate law for 20 years, invested in real estate, and after acquiring a second home in Florida, began investing in rental properties in South Florida starting in 1976. Realizing the economic value of real estate in Florida, the latter activity evolved into a permanent change of career in Florida focusing totally on real estate development by buying raw land and obtaining the entitlements for it to build new housing. In 2000, Mr. Hall partnered with Richard Bellinger (see below), from Coral Gables, educated at eh University of Miami and thus very familiar with Florida, created a new real estate company based in Jupiter, Florida, now known as Legacy Group, Legacy Group thereafter developed numerous projects for over 10,000 residential units and considerable commercial space, most of which were sold for an excellent profit. Legacy Group has continued since then to successfully develop and manage additional promising real estate opportunities. Mr. Hall received a B.A. degree in Economics (1966) and a J.D. degree in Law (with highest distinction 1969), both from the University of Iowa.
Mr. Bellinger is an executive management professional with over 30 years of experience driving excellence in finance, management and real estate development. He is recognized as an innovative strategist who has a track record of capitalizing on opportunities that translate into both profitability and growth. While he has a diverse background, doing business in 52 countries around the world, his greatest success has been as a real estate developer in the U.S. Prior to entering the real estate development business, Mr. Bellinger was the president and CEO of Nicklaus Companies (formerly Golden Bear International) a conglomerate of golf-related businesses with a global reach. The company is owned by world-famous golfing great, Jack Nicklaus. Mr. Bellinger steered the business development and growth of the company, identifying and pursuing opportunities to expand the Jack Nicklaus brand. This included real estate development, golf course design & construction, television production, golf equipment manufacturing and brand franchising. Ultimately, Mr. Bellinger led a highly successful initial public offering of Nicklaus business entities that was listed on the NASDAQ exchange. Mr. Bellinger holds a BBA degree in accounting and an MBA from the University of Miami.

Hung Le brings over 30 years of World Class Engineering experience in the Aerospace and Medical industries. His adaptability working with corporate hierarchy while navigating through diverse challenges in highly regulated industries offer a unique skill set. His extensive background in quality systems, manufacturing processes, and problem solving gives him a disciplined and analytical approach to real estate development. An active investor since graduating from the University of Minnesota with a Bachelor of Science in Mechanical Engineering, Hung has built a diverse portfolio including rentals, fix-and-flips, tax liens, and land development projects. With over 20 years of experience in Florida’s commercial real estate market, John brings a deep understanding of investment sales, land transactions, and business development to Legacy Group. His career spans representation of private and institutional investors, developers, and end users across multiple asset classes, including land, residential, retail, office, and industrial. At Legacy Group, John plays a key role in site identification, acquisitions, partnership development & sales, leveraging his market insight and network to help source high-potential properties across Florida’s growth corridors. His ability to analyze zoning potential, entitlements, and long-term land value aligns perfectly with the Group’s focus on large-scale, de-risked development strategies. A graduate of the University of Florida, John lives in South Florida with his wife Kristin and their three boys. Michael Marks is a lifelong Long Island, New York native and a seasoned real estate investor with over three decades of hands-on experience in property development, renovation, and private investment. He began his real estate journey in 1989 at the age of twenty-one, purchasing and transforming his first waterfront bungalow in Bellmore, New York into a single-family home, a project that sparked a lifelong passion for real estate value creation. Over the years, Michael has successfully flipped numerous homes across Long Island, built a strong rental portfolio through his company Z&M Property Management LLC, and expanded his holdings to include properties in Indiana, Michigan, and Florida. Orlando Hernandez brings decades of hands-on construction experience to Legacy, shaped by his roots in Puerto Rico and a long career across the U.S. With deep expertise in single-family, multifamily, residential, and light commercial construction, Orlando oversees day-to-day field operations with precision and professionalism. His background includes extensive work in project coordination, subcontractor negotiation, permitting support, supply chain management, and procurement, making him an invaluable liaison between our development team, field crews, and trade partners. Known for his steady leadership, practical knowledge, and unwavering commitment to quality, Orlando ensures that every project moves efficiently from concept to completion while upholding the high standards that define Legacy’s work across Florida.
Randy is a dedicated member of the Legacy team with a unique and accomplished background. He served in the United States Navy as an underwater diver before transitioning into academia as a professor. In the early 2000s he shifted his focus to real estate investment, building a successful track record in both Texas and Florida. Randy first connected with Legacy while working on several single family redevelopment projects and officially joined the team in 2018. Today he plays a key role across multiple divisions of the company, contributing to acquisitions, due diligence, and the management of complex master planned entitlements. His diverse experience and steady leadership make him an integral part of Legacy’s continued growth.
